If we narrow down the scope to the National Board of Revenue, the elements of a taxpayer
friendly modern Customs and VAT Administration are as follows:

• Voluntary compliance by taxpayers: There must be a culture where taxpayers must
be incentivized by their voluntary compliance to laws and penalized by the non-
compliance. The National Board of Revenue has taken initiatives like rewarding
highest taxpayers, giving tax card etc. Recently, the Senior Secretary of Internal
Resources Division, Ministry of Finance and Chairman, National Board of Revenue
Mr. Md. Nojibur Rahman handed over the Tax card to the honourable Prime Minister
of the Peoples’ Republic of Bangladesh Sheikh Hasina. Also, the symbol of ‘Red
Rose to compliant taxpayers’ has been initiated as a symbol of providing better fast
track services to compliant taxpayers and ‘Tiger’ as a symbol of aggressively
attacking the non-compliant taxpayers. From this year, the NBR has decided to award
compliant taxpayers with VAT Honour Card during the VAT week 2017.

• Fast track, effective and efficient services for taxpayers

• Ensuring correct and justified tax collection

• Maintaining highest level of integrity and zero tolerance to any mal-practice

• Ensuring participation by the stakeholders in policy implementation and
revenue collection

• Using IT as the main enabler in revenue collection management
